The year 2010 starts a special term for Istanbul to present its cultural diversities through ‘European Capital of Culture’ title. In this process, new relations are supposed to be constructed between the arts and the public interest by progressive visions. The signs that provide aesthetic reflections are recognized upon the urban built environment. The tendencies in the individual or collective use of urban public spaces reconstruct the urban culture through spatial conditions. Yet the city and its inhabitants change rapidly, the symbiosis of art and space in this usage becomes more essential. This study seeks to interrogate the current relations between the social facts, urban developments and the role of art organizations whereby the potentials will become more visible as well as the privations of autonomous constructions as urban based arts in Istanbul. Likewise the current sovereignty of theory and practices of inter-disciplinary concepts on cities, the use of architectonics as art contents in participatory projects develop integrative approaches for reconstructions. The permission to make art on Istanbul may illuminate people from all levels of society and terminate the spatial fragmentations mirroring the social fragmentations.
